ECG Container Scandal: Missing Containers, Procurement Breaches, and Financial Mismanagement Unveiled

In a shocking revelation, a committee formed to investigate the status of containers stuck at the port in the name of the Electricity Company of Ghana (ECG) has unearthed a series of mismanagement, procurement breaches, and missing containers. The investigation exposed a web of deceit and malpractice that occurred during the transition period from the outgoing NPP government to the new NDC government.

During the transition period, the outgone NPP government reported to the new NDC government that there were 3000 ECG containers stuck at the port. However, upon closer inspection, the actual number of containers was found to be significantly lower, totaling 2500. This discrepancy raised alarms, prompting the Minister of Energy to intervene and order a detailed investigation into the matter.

The committee’s findings revealed that ECG had been grappling with a mounting crisis involving a significant number of containers accumulating at the port. It was discovered that the MD of ECG, Dubik Mahama, had unilaterally halted payments into ECG’s shopping account, leading to a backlog of containers and materials imported by ECG piling up at the port.

Furthermore, the investigation exposed financial mismanagement within ECG, with the organization failing to allocate funds to clear the accumulated containers while continuing to import new containers. This negligence resulted in exorbitant demurrage fees amounting to over 1.5 million cedis.

To exacerbate matters, ECG officials resorted to awarding contracts to obscure companies, MINT LOGISTICS and DAWARDS BOND LIMITED, without proper tendering processes. These companies, with minimal staff, were paid exorbitant amounts to clear containers at the port, with a significant portion of the containers’ contents going missing or being stolen.

Moreover, a procurement scam within ECG came to light, revealing a stark contrast between planned and actual procurement values. In 2022, the planned procurement value was 1.7 billion cedis, but the actual figure was a mere 460 million cedis, showing a deviation of 1.3 billion cedis. Subsequent years witnessed similar large-scale discrepancies, further underscoring rampant corruption and fraud within the organization.

As the intricate details of the ECG container scandal unravel, questions arise about accountability, transparency, and the need for stringent oversight to prevent such egregious malpractices in the future.

Leadership figures during this scandalous period included Dr. Matthew Opoku Prempeh (NAPO) as the Energy Minister, Dubik Mahama as the MD of ECG, Kelly Gadzekpo as the board chairman of ECG, and later Afenyo Markin who assumed the role of board chair before the NPP’s defeat in the historic election.

The exposure of the ECG container scandal serves as a stark reminder of the critical importance of upholding integrity, diligence, and ethical standards in public institutions to safeguard public resources and trust.
