The Ministry of Energy and Green Transition has moved to clarify concerns surrounding the selection of a Transactional Adviser for the proposed Private Sector Participation (PSP) arrangement at the Electricity Company of Ghana (ECG), following protests and a press release by the Public Utilities Workers’ Union (PUWU).
In a statement, the Ministry said Cabinet, led by President John Dramani Mahama, approved the PSP framework in April 2025 as part of wider reforms aimed at improving ECG’s billing and revenue collection systems, enhancing service delivery, and reducing technical and commercial losses.
While acknowledging that ECG’s overall performance has improved since January 2025, the Ministry said persistent operational and financial challenges continue to threaten the company’s sustainability and the stability of the power sector if left unresolved.
The Ministry stressed that Government has no intention of selling ECG, insisting that the PSP framework does not constitute a sale or divestiture. Instead, it said the initiative is designed to strategically deploy private sector expertise through multiple concession arrangements to strengthen specific operational areas within the company.
According to the statement, the appointment of a Transactional Adviser is a technical and procedural step required to properly structure the PSP framework, and should not be misconstrued as a move towards privatisation.
The Ministry further reaffirmed its commitment to engagement with PUWU and other stakeholders, noting that it has consistently maintained open dialogue with the union to address concerns and resolve outstanding issues. It said consultations would continue in good faith to ensure transparency and mutual understanding.
Calling for calm and restraint, the Ministry assured workers that their interests remain protected under the reform agenda. It reiterated Government’s resolve to strengthen ECG as a public asset while improving efficiency, reliability and service delivery for consumers nationwide.
The statement concluded by underscoring Government’s commitment to building a resilient and sustainable power sector that supports national development and meets the needs of all Ghanaians.
