The Ghana Revenue Authority (GRA) has announced a series of nationwide compliance and enforcement exercises aimed at strengthening tax compliance and safeguarding public revenue, beginning November 2025.
The initiative includes intensified VAT enforcement, where GRA officials will conduct test purchases and inspect premises of VAT-registered businesses to ensure the proper issuance of VAT invoices, as required under Section 41 of the VAT Act, 2013 (Act 870). Businesses are urged to cooperate fully during inspections, while consumers are reminded to always request VAT invoices. Failure to issue an invoice constitutes an offence punishable under the Tax Laws.
In addition to VAT enforcement, the Authority is targeting night market operations and the underground economy. A dedicated task force will monitor and enforce compliance among businesses operating during nighttime hours, ensuring that they meet their tax obligations.
“These monitoring and enforcement exercises reflect GRA’s commitment to transparency, accountability, and the protection of public resources,” the Authority said in a statement.
GRA also reminded the public about its Informant Award Scheme, which rewards individuals who provide credible information leading to the recovery of revenue. Taxpayers and members of the public are encouraged to participate by reporting non-compliant businesses, thereby contributing to national development and fiscal responsibility.
Authorities emphasized that these measures are not intended to disrupt business activities but to foster a culture of tax compliance. “We appeal to businesses and consumers to support these efforts, which ultimately benefit the wider economy and public services,” the statement added.
GRA’s nationwide enforcement campaign underscores the government’s continued effort to ensure that tax laws are adhered to, revenue is properly collected, and the informal sector gradually aligns with the formal economy.
