Morocco Deepen Relations with Bilateral Agreements

Foreign Affairs Minister, Hon. Samuel Okudzeto Ablakwa, has announced a slate of high-impact bilateral agreements  following a two-day working visit to the Kingdom of Morocco.

The diplomatic mission, described as a productive turning point in Ghana–Morocco relations, has yielded tangible results across education, agriculture, trade, and infrastructure development, signalling a deepening strategic alliance between the two African nations.

Among the most consequential outcomes of the visit is the expansion of educational opportunities for Ghanaian students. Hon. Ablakwa disclosed that the number of Moroccan government scholarships offered annually to Ghanaian students has been doubled from 70 to 140.

This move, he stated, aligns with Ghana’s broader objective of enhancing human capital development and strengthening international academic partnerships.

The initiative not only expands access to quality tertiary education abroad but also positions Ghanaian students to benefit from Morocco’s growing knowledge economy.

Food security emerged as another critical pillar of the cooperation agenda. As part of immediate support to Ghana’s agricultural sector, Morocco has agreed to donate 2,000 tonnes of fertiliser to Ghanaian farmers at no cost.

This donation, according to the North Tongu legislator, will be complemented by technical assistance aimed at the establishment of a modern fertiliser manufacturing plant in Ghana.

He emphasised that the partnership reflects a shared commitment to sustainable agriculture and offers a significant boost to Ghana’s quest for fertilizer self-sufficiency amid global supply disruptions.

In a bold step toward reviving Ghana’s national airline, President Mahama’s Ghana Airways initiative has received international backing, as Morocco has agreed to train young Ghanaian aspirants at its prestigious pilot training academy.

Hon. Ablakwa noted that the training program will not only support the government’s ambition of restoring the national carrier but also empower Ghanaian youth with world-class aviation skills and opportunities in a high-demand industry.

Furthermore, Hon. Ablakwa revealed a reciprocal educational exchange programme under which Moroccan students will enrol in specialised programmes at Ghana’s Maritime University and other tertiary institutions.

This South-South educational cooperation represents a model of mutual learning and cultural diplomacy, fostering stronger ties among the youth of both countries.

Economic diplomacy also featured prominently during the visit. Ghana and Morocco have agreed to convene a high-level business forum in October 2025 in Morocco, bringing together Ghanaian and Moroccan businesses to explore collaborative ventures.

The forum is expected to open doors for increased trade, investment, and technology transfer, with key focus areas being seaport expansion, railway development, textile production, and pharmaceuticals.

Earlier during the visit, Hon. Ablakwa announced a major visa policy breakthrough. Effective immediately, Ghanaian passport holders no longer need to go through the traditional visa application process to travel to Morocco.

Instead, an online authorisation system—granted within 24 hours and without the need for embassy appointments—has been instituted.

This bilateral visa waiver agreement, coupled with existing direct flights between Accra and Casablanca, is expected to significantly ease travel for businesspeople, students, and tourists alike.

He emphasized that diplomacy must serve the people directly by removing barriers and creating opportunities for development, trade, and cultural exchange.

These announcements have been met with widespread commendation from stakeholders across Ghana’s education, agriculture, and business sectors, many of whom see the outcomes as a clear demonstration of how strategic diplomacy can yield practical and transformative benefits.
