Parliament has passed the Road Traffic Amendment Bill 2025 under a certificate of urgency, marking a major step toward strengthening road safety and modernising transport regulations across the country.
Presenting the committee’s report, Chairman of the Roads and Transport Committee, Hon. Isaac Adjei Mensah, said the bill amends the Road Traffic Act, 2004 (Act 683) to introduce new limits for alcohol concentration in drivers and regulate the commercial use of motorcycles, tricycles and quadricycles.
He noted that the legislation also empowers authorities to develop standards for seat belts and other safety equipment, reduce age restrictions for commercial drivers and introduce mandatory motor vehicle emission testing. These measures, he said, are intended to improve public safety while aligning Ghana’s transport policies with evolving industry practices.
According to the committee, the bill is expected to provide a regulatory boost for the road transport sector, enhance environmental sustainability through emission controls and create new employment opportunities for young people.
Lawmakers said the amendments would help build momentum for safer roads nationwide and enable comprehensive regulation of the transport industry as road usage and commercial mobility continue to expand.
