President John Dramani Mahama on Wednesday signed the COVID-19 Health Recovery Levy Repeal Act 2025, officially abolishing the tax he pledged to remove during the 2024 campaign.
The repeal marks one of the administration’s earliest fiscal actions and delivers on a promise that resonated widely with businesses and households burdened by the levy.
Speaking briefly before signing the bill at the Jubilee House, Mahama said the tax had become “difficult to comprehend,” noting that Ghana stood alone as the only country still charging citizens to fund a pandemic response long after the crisis had passed.


The repeal takes immediate effect and is expected to provide modest relief to consumers while signaling the government’s broader commitment to rationalizing taxes and easing economic pressure.
Officials say the move also forms part of ongoing efforts to rebuild public confidence in economic management as the administration advances its policy agenda.
