Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has launched two new publications aimed at enhancing public understanding of how Parliament communicates and how subsidiary legislation shapes governance.

At the launch ceremony, Mr. Bagbin emphasized the profound impact of subsidiary legislation on citizens’ daily lives and its vital role in strengthening Parliament’s oversight mandate. He urged the public to appreciate how such laws, though often less visible than Acts of Parliament, directly influence national policy and administrative practice.

Addressing matters of parliamentary decorum, the Speaker highlighted key aspects of parliamentary etiquette, explaining that expressions like “hear hear” serve as formal substitutes for applause in the Chamber, maintaining the dignity and order of proceedings.

Speaker Bagbin commended Clerk to Parliament Ebenezer Ahumah Djietror, former Deputy Clerk Eric Owusu Mensah, and author Benjamin Tachie Antiedu for their invaluable contributions to developing the two works. He noted that these publications will serve as important resources for improving legislative knowledge and strengthening effective parliamentary practice.

The books, Parliamentary Language in Ghana: The Citizen’s Guide and The Subsidiary Legislation in Ghana: Principles, Practice and Procedures, are now available for sale to the public.
