Vehicle owners have been thronging the offices of the Driver and Vehicle Licensing Authority (DVLA) in the Central Regional capital, Cape Coast since January 3, to get new suffix -23, a number plate representing the year of registration as required by law. The situation appears to have created the opportunity for middlemen popularly referred to as ‘Goro – Boys’ offering all kinds of support to persons wanting to register their vehicles for a fee.
