Minister of Finance Dr. Cassiel Ato Forson is set to present the 2026 Mid-Year Budget Review to Parliament today, Thursday, July 23, in what government officials describe as a pivot from economic stabilisation to long-term growth.
The presentation, a statutory requirement under Section 28 of the Public Financial Management Act, 2016 (Act 921), will give lawmakers an update on government revenue and expenditure performance for the first half of the year, alongside possible adjustments to fiscal targets for the remainder of 2026.
Dr. Forson is also expected to brief Parliament on the successful completion of Ghana’s IMF Extended Credit Facility programme and the country’s transition to the Fund’s Policy Coordination Instrument, along with an assessment of the nation’s improved debt sustainability.
Government sources say the new economic framework will build on fiscal reforms introduced under the Mahama administration, with an emphasis on job creation, productivity and inclusive growth.
Parliament is also expected to receive updates on social interventions, including the Free Senior High School programme and the No Fee Stress Programme.
Debate on the review is scheduled to begin Friday, with Majority and Minority leaders expected to conclude deliberations on Monday, July 27.
Parliament will hold an additional sitting on Saturday to clear outstanding business.
