Amnesty International has condemned Iranian authorities for cutting off the fingers of a man convicted of theft. The rights group said the amputation, carried out at a prison in the northern province of Mazandaran, was “an abhorrent form of torture”. Iranian officials said the man was found guilty of 28 cases of theft. Iran’s Islamic penal code says theft “on the first occasion” is punishable by the amputation of four fingers of the right hand. The highest decision-making body of the Ghana Football Association (GFA) has adopted court rulings to expand the 2019/2020 Ghana Premier League to 18 clubs. The separate cases challenged the relegation of King Faisal Babes and Great Olympics from the country’s top-flight league. Former President John Dramani Mahama on Thursday visited victims of torrential rains that hit some communities in the Upper East Region. Families of the missing girls in Takoradi – confirmed dead through DNA – have been advised to seek legal action to compel the Ghana Police Service to release the bones for them to conduct their independent DNA tests. The authorities in Tanzania have arrested four Chinese contractors because of slow progress in a state-funded project in the coastal city of Dar es Salaam. The three men and a woman are employed by two companies contracted to build a canal and a section of road after it was washed away following heavy rains. The Electoral Commission, Ghana (EC) says it will from Friday, October 25 receive applications for transfer of votes as well as special and proxy voting at its district offices throughout the country. The applications will be received till Monday, November 4. “Applicants for transfer of votes must present themselves, their voter ID cards and proof of residence at their new locality,” a statement on Thursday, October 24 said.
