A gunman has opened fire at a food festival in the US state of California, killing at least three people and wounding 15 others before being shot dead by police. Finance Minister Ken Ofori Atta will this morning appear and present to parliament a 2019 mid-year review and supplementary budget that will see the government seek approval to spend more for the next six months. Following a request by government, parliament in December last year approved 78, 771, 833,602 billion cedis for the 2019 financial year. The gunman was shot dead by police shortly after he began firing, although police are investigating reports that a second suspect may still be at large. The Gilroy Garlic Festival was about to end for the weekend on Sunday evening, when shots were fired at the site. Gunmen on motorcycles and in vans opened fire on mourners in a village near the state capital, Maiduguri, on Saturday, eyewitnesses say.
