A gunman has opened fire at a food festival in the US state of California, killing at least three people and wounding 15 others before being shot dead by police. Finance Minister Ken Ofori Atta will this morning appear and present to parliament a 2019 mid-year review and supplementary budget that will see the government seek approval to spend more for the next six months. Following a request by government, parliament in December last year approved 78, 771, 833,602 billion cedis for the 2019 financial year. A total of 95.6 million cedis was budgeted to subsidize electricity bills for customers  while 19.4 billion was to be used to pay compensation of employees (wages and salaries, pensions, gratuity and social security). Three people have been killed and 15 injured after a gunman attacked a food festival in California. The gunman was shot dead by police shortly after he began firing, although police are investigating reports that a second suspect may still be at large. The Gilroy Garlic Festival was about to end for the weekend on Sunday evening, when shots were fired at the site. Suspected Boko Haram militants have attacked a funeral in Nigeria’s north-eastern state of Borno, killing at least 50 people. Gunmen on motorcycles and in vans opened fire on mourners in a village near the state capital, Maiduguri, on Saturday, eyewitnesses say.
