A ferry carrying 251 people has capsized in stormy seas off the east coast of the Philippines, the coastguard says. A spokesman said a number of casualties had been reported. Huge waves are said to have caused the boat to overturn. Reports say local boats have already rescued some passengers on board the vessel near the island of Polillo. Nii Nortey Dua, a former deputy Minister of Youth and Sports, is reportedly dead. Nortey Dua who is a former broadcaster at state-owned Ghana Broadcasting Corporation (GBC) is said to have died on Thursday morning. He was the Member of Parliament for the Ledzokuku constituency in the Greater Accra region between 2008 and 2012.
